Health and Population Minister Pradeep Paudel has issued a 9-point circular for effective service delivery to federal hospitals and health science institutes across the country.
Krishna Prasad Paudel, the spokesman of the ministry, has mentioned that the circular was made according to the decision made in the meeting of the heads of federal hospitals held on Thursday in the presence of Minister Paudel. Since the decision was made to manage the crowd of patients in the hospital and provide services on time, the letter said to implement it as soon as possible.
The Ministry has also asked to end the situation of not being able to get admission without having to adjust the time between doctor’s rounds, admission of patients, and discharge of patients. As some departments of the hospital have five or more units, despite having enough doctors, there is a shortage of doctors in OPDs and surgeries, the ministry has instructed to manage the units effectively.
The Ministry has also said that all the drugs provided by the health insurance program should be kept in the insurance pharmacy of the hospital to provide continuous and uninterrupted service.
The ministry has suggested measures such as adding service counters, online ticketing, online time management (informing the time according to the token number), implementing electronic payment system etc.
The ministry has instructed the hospital chief to delegate related authority to departmental heads and others in order to remove the obligation of the client to wait for the head of the hospital even for general work.
In the circular, it is mentioned that if there is no information about which services are available in the hospital, there will be unorganized crowd in the hospital. The circular has also said that arrangements for inquiry, help room, complaint hearing system, drinking water and clean toilets should be arranged.
