Health Minister Paudel’s 8 Points Proposal Approved for Management of Health Workers

Under the leadership of Health Minister Pradeep Paudel, health workers who have been in trouble for years are being managed.

Kathmandu – According to the federal structure, the problem in the management of health sector employees will be solved during the adjustment of employees at the union, state and local levels.

With the approval of the proposal from the Ministry of Health and Population, the Council of Ministers will manage hundreds of health workers who are facing problems in the health sector.

Under the leadership of Health Minister Pradeep Paudel, the Ministry had prepared 8-point proposals to make health personnel management more effective in accordance with Section 28 of the Staff Adjustment Act 2075.

The Council of Ministers approved the proposal and gave permission to proceed with the adjustment process of health workers working at the federal, provincial and local levels.

The Council of Ministers has approved the adjustment of the health workers who are in the process of adjustment, those who have been adjusted to the level without posts and those who have been adjusted more than the posts, within this financial year, to the vacant posts of the respective provinces or local levels.

With the approval of the Council of Ministers, the Ministry of Health has decided to issue a letter accordingly. It is said that the Ministry is preparing to issue the letter within a few days.

The Council of Ministers has also approved the matter of managing the vacant posts by giving priority to the doctors who have been adjusted in the Sangh Bridge and on the recommendation of the Medical Board.

This decision is expected to improve the healthcare sector as well as bring more clarity in the management of healthcare workers.

These are the eight point decisions:

1) According to the Employee Adjustment Act, 2075, if the adjustment cannot be made, in relation to health workers who are on temporary leave, who have been adjusted at a level that does not have a rank, and who have been adjusted more than the rank, according to the Employee Adjustment Act, 2075, with the consent of the relevant province or local level and according to the demand of such employees, one time at the province or local level. To adjust the vacancies approved by the Ministry of Health and Population within the current financial year.

2) The Ministry of Health and Population will issue an adjustment letter in the case of health workers who have been adjusted at the state and local levels during staff adjustment, but the letter is yet to be issued at that time.

3) According to the Staff Adjustment Act, 2075, the Ministry of Health and Population will adjust the vacancies of union/province/local level within the current financial year, considering the priority of the doctors who have been adjusted to the union bridge and the recommendation of the medical board.

4) The Ministry of Health and Population will assign the health workers who are adjusted to the union, state and local levels to work as per the following after ensuring the positions and salaries according to the demand based on the dual agreement of the state or local level.

a. From the union to the state and local levels

b. from one province to another

c. From one local level to another local level

5) The Ministry of Health and Population will assign a doctor who has previously been adjusted to the position of a medical officer at the local level and has obtained specialization (MD/MS) based on the agreement of the local level and the relevant province where he is working, so that his qualifications and expertise are used as needed.

6) The office of the Chief Minister and the Council of Ministers of the relevant province and the local level within the province coordinate with the local level so that the health workers who are assigned to work more than the approved posts in the local level and the province do not exceed the approved posts. Internal matching.

7) In the case of a province where there is no law on employee transfer and management, the office of the health workers adjusted in the province and the office of the health workers adjusted at the local level shall ensure the position and salary of the health workers adjusted at the local level within the province on the basis of the double agreement of the local level within the province and the office of the Chief Minister and the Council of Ministers shall assign them to work as follows.

a. Health workers who have been adjusted at the state level in the state level offices.

b. Health workers adjusted at the local level from one local level to another within the province.

8) The Ministry of Health and Population will keep the updated details of the employees managed through the mentioned process.
